Explicitly initialize history topic in HistorizedRelationalDatabaseSchema

This currently does not invoke DatabaseHistory#initializeStorage(), causing the DB history topic to be initialized with the broker default settings instead of infinite retention and guaranteed non-compaction.

HistorizedRelationalDatabaseSchema should have a new method initializeStorage() which is invoked by the connector task upon start-up.
