Update container images with updated tzconfig to comply with new DST rules in Brazil

Description of problem:

DST in Brazil is postponed two weeks, from Nov 4 to Nov 18 2018. We need the following images from the Red Hat Registry updated with new tzconfig rules:

• jboss-eap64-openshift
• jboss-eap71-openshift
