deployments/ directory is created twice if it already exists

    Description

      After to build the eap71-openshift image was noticed that the $JBOSS_HOME/standalone/deployments have another deployments directory inside it.

      In case there is another .war file already in this directory the final directory of the, i.e. ROOT.war will result on $JBOSS_HOME/standalone/deployments/deployments/ROOT.war.

      Even if the directory $JBOSS_HOME/standalone/deployments is empty, another deployments/ directory is created.
