Section 1.2 does not describe relationship to javax.annotations specification

Section 1.2 of the specification does not describe a relationship to the javax.annotation specification. IMHO this is relevant because the usage of @Priority as an ordering mechanism for observer methods relies on its being applicable to method parameters, which in version 1.2 of the javax.annotation specification it is not.
