CDI API jar has unneeded dependencies

The CDI API jar file has dependencies on Common Annotations and
Interceptors yet the CDI API has no Java type references to either
of these specs. These unneeded dependencies should be removed.

The CDI implementation jar file most likely does depend on these
other APIs and so it should have these dependencies.
