Parser does not clearly identify missing IF clause as source of parse error

    Description

      If you omit the IF clause from a rule the parser generates a parse error indicating the following DO clause as the line which is in error. However, this does not make it clear that the cause of the error is a missing IF clause. This should be caught as a specific error pattern and notified accordingly.
