When parsing standalone.xml or host.xml of previous versions of the domain schema assume <local default-user="$local" /> to prevent regression when parsing the older configs.

This should apply to all versions except 1.3 - even though some versions may relate to the very first AS7 releases that didn't support local they could still be parsed by the later version and expect the default behaviour that was present.
