Ability for slave HCs to provide management API version info during registration with the HC

During slave HC registration with the master:

1) hc --> i would like to register --> dc
2) hc <-- sure here are the extensions you will get tell me the versions you have <-- dc
3) hc --> here are te subsytems with versions --> dc
4) hc <-- here is the model <-- dc
