Disable L1 caching by default

Currently, L1 is enabled for DIST caches. We don't really need this, as we have weak affinity logic in both the web and ejb clustering logic that routes requests to the node on which a given session/bean is local. L1 comes at a cost (invalidation rpcs per write) - so it's most appropriate to disable L1 by default.
