Problem using resource bundles with JSP / JSTL

    Description

      A bug in build of jboss-jstl-api_spec results in few resource files missing in resulting jar.
      Result is that resource bundles fail to load.

      Problem is already fixed in JBEE-101 but new version of lib has to be released and included in AS7
