javax.activation.api module needs access to saaj-impl and jbossws-native data content handlers

In order for dealing with swa and mtom jaxrpc requests, we need the javax.activation.api module (basically the module holding activation.jar) to be able to create instances for the data content handlers that are part of the saaj-impl and jbossws-native core.
