Add socket configuration for outbound connections

Provide the ability to create named configurations for outbound connections which includes:

1. (Optional) Source address
2. Destination address
3. Destination port

Other configuration items might include:

1. (Optional) Source port or port range
2. (Optional) Multiple dest. addresses or port ranges
