Provide an indication that server restart is required

alternatively we could place some hint in the footer that stays until the restart was performed. it might look like this:

• popup if no hint in the footer
• add hint to the footer (prevents subsequent popup)
• click on hint reveals a list of servers that require restart with the option to perform the action
