Arquillian Selenium Server should be enabled by default

Because Selenium Server functionality is now standalone, user who want Arquillian to start him a Selenium server has to add an dependency to arquillian-drone-selenium-server to classpath.

This means that user who adds it wants Selenium Server to be started. If not, he should not include the dependency.

Keep possibility to switch on/off starting automatically, but default behavior should be true.
