          ARQ OSGi tests may have the need to install the arquillian-osgi-bundle before they can run

              This would be a 'Container' wide deployment right? Basically on Container startup..

              Yes. Currently the osgi packager checks if the arquillilan-osgi-bundle is already installed in the target framework.
              If not, it gets installed as support archive. This should be configurable per (named) container (i.e. not just osgi-remote)
