"Page is dirty" warning sometimes happen when the page isn't dirty

      1. Create a Plan A, lock it
      2. Create a Plan B, lock it
      3. Create a new service, configure all aspects of it
      4. Select both Plan A and Plan B on the service's Plans tab
      5. Publish the service
      6. Navigate to the service's Overview tab
      7. Reload the browser page (F5)
      8. Navigate to the "Plans" tab
      9. From now on, any navigation will show the dirty prompt

    Description

      In particular, this seems to happen routinely on published services. Published services cannot be modified, so they cannot ever be dirty.
