Allow seeding of API Manager through startup config file

Allow users to provide a startup configuration file that will be consumed by apiman. This file would include REST requests that would result in data being added/configured in the API Manager.

This would be useful, for example, to extend the Docker image with custom data (organizations, roles, gateway, etc).
