Error Enhancements for Delete Conflicts

If there is a conflict when trying to delete an organization, plan, API, or client app, for instance if there are still published versions, etc. you will get a conflict error. However, in the UI the reason for the error is not apparent. We should be using a custom filter on the frontend that reads the error type or client error code to determine what to display to users, or simply pass that raw string of text if the error returned is a 409 conflict error.
