Description
The current GCM for Chrome will becoming legacy soon, which will change our current implemenataion for the UPS

The old API will no longer be supported in chrome 41, https://developer.chrome.com/apps/pushMessaging,
Current version is 39 and 40 will be out before the end of the year, so 41 will probably be around February
