For FCM, when we are NOT using the topics, we are able to send 1000 tokens to Google, per HTTP request.

currently we are not sending concurrent request. So for larger device numbers, like 45k, we have to send 45 requests to Google. Currently we are not parallelizing those 45 (in this example) requests.

Note: the used Google lib is blocking IO
