Submit Changes Action

As a user, I want to be able to submit all the changes from a branch to another branch from the same project. There will be a "Submit change request" action inside the project kebab. When the user clicks on it, the Submit change request screen (attached) will be shown (without diffs for now, only modified files list).

There should be information if the change request has conflicts with the target branch or not.

When the change request is submitted, it will be persisted in a folder inside the space config repository (.niogit/MySpace/.config/config.git/MyProject/change_requests/1/information.cr).
