UPS Server allows creating app and variants by UI which will not work well with MDC.

UPS Server allows creating app and variants by UI which will not work well with MDC.
The apps in this scenario as variants should just be managed by the APP CR and Variant CR.
If the user does these operations by the CI the MDC/UPS Oper will not able to manage it.
