Add OS Version Target Matrix

We currently have a Browser version target doc here https://github.com/aerogear/aerogear.org/blob/master/docs/guides/AeroGearBrowserTargets.asciidoc so we should edit that doc to add actual OS version targets for our native libs and rename that doc
